Morocco's Natural Gas Sector Set for Regulation with New Law Proposal

The Moroccan Ministry of Energy Transition has submitted a new law proposal aimed at structuring the natural gas sector in the country. This initiative, known as Bill 67-24, is designed to regulate various aspects of the natural gas industry, including importation, exportation, storage, transportation, distribution, and supply.

Key provisions of the proposed law include:

• Creation of a Public Gas Transport Manager: A public entity will be established to oversee the management and regulation of natural gas transport networks. This body will be responsible for developing a ten-year infrastructure plan in coordination with energy authorities and stakeholders.
• Tariff Calculation Guidelines: The law outlines how gas tariffs will be calculated, ensuring transparency in pricing related to transportation, storage, distribution, and network access. It aims to protect consumers from price manipulation and ensure fair pricing practices.
• Consumer Rights Protection: The legislation emphasizes consumer rights, allowing them to choose their suppliers freely and ensuring they are informed about any changes in contractual terms. It mandates that gas aggregators sell natural gas at established prices while maintaining quality standards.

The Moroccan government aims to enhance consumer protection and prevent abuses by certain suppliers through this legislative framework. By establishing clear rules and obligations for gas aggregators, suppliers, and distributors, the law seeks to create a more transparent and equitable market for natural gas.

This reform aligns with Morocco's broader strategic goals of diversifying energy sources and promoting sustainable development within the energy sector.
